Doug Duberstein, Board President

Doug worked for almost three decades as an in-house counsel at IBM. For over a decade, he served as the Executive Director of IBM Federal's Legal team, managing all aspects of the procurement cycle with the U.S. Government, including proposal submission, bid protests, contract/subcontract negotiation, contract management, dispute resolution, investigations and policy development. During this time, Doug oversaw 5 lawyers and over 20 contract professionals. He also served for five years as IBM Federal's Chief Ethics Officer, providing ethics-related services for a business group of roughly 5,000 personnel. Before his IBM career, Doug worked as an Associate at the D.C. law firm of Hogan Hartson, and as a Judicial Clerk at the U.S. Court of Appeals for the Federal Circuit and the U.S. Claims Court. Doug is currently pursuing a Master's Degree in Conflict Resolution at George Mason University, and also volunteers as a Clinic Director of Good Samaritan Advocates' pro bono legal clinic at Covenant Life Church in Gaithersburg, MD.
